4、InolongerhaveastrongenoughpoliticalbaseintheCongresstojustifycontinuingthateffort.Aslongastherewassuchabase,Ifeltstronglythatitwasnecessarytoseetheconstitutionalprocessthroughtoitsconclusion;thattodootherwisewouldbeunfaithfultothespiritofthatdeliberatelyd

5、ifficultprocess,andadangerouslydestabilizingprecedentforthefuture.Butwiththedisappearanceofthatbase,Inowbelievethattheconstitutionalpurposehasbeenserved.Andthereisnolongeraneedfortheprocesstobeprolonged.　　Iwouldhavepreferredtocarrythroughtothefinishwhatev
