2、tionalareas,urbanspacereconstruction,andrapidgrowthofsocialelements.Inthisperiod,unbalancelanddevelopmentsbetweenurbanandruralareas,particularly,large-scaleandunplannedspreadingofruralcollectiveconstructionlandsbecomesamajorproblemthecityplanningface
3、swith.ThedisorderspreadingofconstructionlandsinChangpingdemonstratesthatthecurrentplanningandlanduseregulationsarenotinsufficientforgrowthmanagementandlandprotection.Theplanningsimplyputthevillagesoutsidethenewtownintorestrictedareastosuppressthedeve
4、lopmentdemandsintheseareas.Furthermore,Inordertoconfirmtheconstructionofnewtowns,theconstructionlandquotawasmovedfromruralareastourbanareasbyextendinglandtakingduringcityplanningadjustments.Thesemeasuresdidnothaveagoodeffectoneliminatingtheconflictbe
5、tweenlanddevelopmentdemandsandlanduseregulations.Howtoestablishnewmechanismsoflandadministrationbasedontheprincipleofurbanandruralintegration,thisisanimportantissueforBeijingandChangpingDistrict.Tosolvetheseproblems,theresearchpointsoutthatitshouldes
6、tablishtheimportantconceptof"developmentright"intheplanningandcombinelandtransferofdevelopmentrightstoexploreurbanandrurallanddevelopmentplanandguidedmechanisms.Theresearchdiscussesthebasicprinciplesofdevelopmentrighttransformationbasedonthespecifice
7、xperienceinimplementingofgrowthmanagementandlandconservationbythemeansoftransferofdevelopmentrightsinsomeforeignareas.Itpointsoutthatthetransferofdevelopmentrightsisaninterestcompensationmechanismontherestricteddevelopingareaandanincentivemechanismfo
