1、AbstractWithtoday'sacceleratedpaceofsocialandeconomicdevelopment,therailwayinordertoachieveleapfrogdevelopment,theneedtoincreaseinvestmentinrailwayconstructiontoexpandthescale.WhileChinaRailwayConstructionhasalwaysbeensubjecttogovernmentinvestmentintheecono
2、my,market-orientedeconomicsectorsminimalandrailwayprojectsindebtednessthataffecttheoperationoftherailway.Therefore,inordertochangetherailwayconstructionfinancingchannelsforasingle,lowefficiency,andoutstandingcontradictionsinfinancing,theneedtointroducenewfi
3、nancingmodeltosolvetheaboveproblems.PPP(public-private-partnership)modecanbeadvantagesinthepublicsectorandprivatesectorcombinedwithorganic,toalleviatethefinancialpressure,improvethequalityofwork,andinmanycountriesasuccess.Analysisofdomesticandinternationalf
4、inancingconductedBasedontheliteraturestudy,andthenelaboratedontheconceptandcharacteristicsofPPPfinancingmodel.Meanwhile,thePPPprojectfinancingriskmanagementsystemin-depthstudy,includingthefollowingsections:riskanalysis,riskassessment,risksharingandriskcontr
5、ol.Inpartoftheriskassessmentwithfuzzycomprehensiveevaluationmethod,evaluationmodel,thecorrespondingcountermeasuresandsuggestionsonthisbasis.Finally,selecttheuseofPPPfinancingrailwayspecificcases,theuseofthismethoddesignedrisksharingandthedevelopmentofmanage
