4、mentandtheexpectedcontractcharacteristicsandcontractenvironments.Thecontractcharacteristicsandcontractenvironmentsthatareunderthecontrolofhighwayagencyofficials,canbemanipulatedtoreflectfuturecost-cuttingpolicies.Applicationofthemodelinforecastingtohi
5、ghwayconstructioncostsinLouisianashowsthatthemodelcloselyreplicatespastconstructioncostsfortheperiod1984-1997.Whenappliedtoforecastingfuturehighwayconstructioncosts,themodelpredictsthathighwayconstructioncostsinLouisianawilldoublebetween1998and2015・Ap
