1、AgreementontheApplicationofSanitaryandPhytosanitaryMeasuresMembers,ReaffirmingthatnoMembershouldbepreventedfromadoptingorenforcingmeasuresnecessarytoprotecthuman,animalorplantlifeorhealth,subjecttotherequiremenithatthesemeasuresarenotappliedinamannerwhichwouldconstitut
2、eameansofarbitraryorunjustifiablediscriminationbetweenMemberswherethesameconditionsprevailoradisguisedrestrictiononinternationaltrade;Desiringtoimprovethehumanhealth,animalhealthandphytosanitarysituationinallMembers;Notingthatsanitaryandphytosanitarymeasuresareoftenapp
3、liedonthebasisofbilateralagreementsorprotocols;Desiringtheestablishmentofamultilateralframeworkofrulesanddisciplinestoguidethedevelopment,adoptionandenforcementofsanitaryandphytosanitarymeasuresinordertominimizetheirnegativeeffectsontrade;Recognizingtheimportantcontrib
4、utionthatinternationalstandards,guidelinesandrecommendationscanmakeinthisregard;DesiringtofurthertheuseofharmonizedsanitaryandphytosanitarymeasuresbetweenMembers,onthebasisofinternationalstandards,guidelinesandrecommendationsdevelopedbytherelevantinternationalorganizat
5、ions,includingtheCodexAlimentariusCommission,theInternationalOfficeofEpizootics,andtherelevantinternationalandregionalorganizationsoperatingwithintheframeworkoftheInternationalPlantProtectionConvention,withoutrequiringMemberstochangetheirappropriatelevelofprotectionofh
6、uman,animalorplantlifeorhealth;RecognizingthatdevelopingcountryMembersmayencounlerspecialdifficultiesincomplyingwiththesanitaryorphytosanitarymeasuresofimportingMembers,andasaconsequenceinaccesstomarkets,andalsointheformulationandapplicationofsanitaryorphytosanitarymea
