2、LaoPDR”)，Malaysia,theUnionofMyanmar,theRepublicofthePhilippines,theRepublicofSingapore,theKingdomofThailandandtheSocialistRepublicofVietNam,MemberStatesoftheAssociationofSouthEastAsianNations(collectively,“ASEAN”or“ASEANMemberStates”、orindividually,“ASEANMemberState):RECALLINGourdecisionmadeattheAS

3、EAN-ChinaSummitheldon6November2001inBandarSeriBegawan,BruneiDamssalam,regardingaFrameworkonEconomicCo-operationandtoestablishaChina-ASEANFreeTradeArea(uChina-ASEANFTAM)withintenyearswithspecialanddifferentialtreatmentandflexibilityforthenewerASEANMemberStatesofCambodia,LaoPDR,MyanmarandVietNam(uthe

4、newerASEANMemberStates”)andwithprovisionforanearlyharvestinwhichthelistofproductsandserviceswillbedeterminedbymutualconsultation;DESIRINGtoadoptaFrameworkAgreementonComprehensiveEconomicCo-operation("thisAgreement，T)betweenChinaandASEAN(collectively,"thePartiesorindividuallyreferringtoanASEANMember

5、StateortoChinaasa“Party”)thatisforward-lookinginordertoforgeclosereconomicrelationsinthe21stcentury;DESIRINGtominimisebarnersanddeepeneconomiclinkagesbetweentheParties;lowercosts;increaseintra-regionaltradeandinvestment;increaseeconomicefficiency;createalargermarketwithgreateropportunitiesandlarger

6、economiesofscaleforthebusinessesoftheParties;andenhancetheattractivenessofthePartiestocapitalandtiilent;BEINGconfidentthattheestablishmentofaChina-ASEANFTAwillcreateapartnershipbetweentheParties,andprovideanimportantmechanismtorstrengtheningco-operationandsupportingeconomicstabilityinEastAsia;RECOG
