5、ernationaltelephoneservicecontinuestoincreasesubstantially.Thisincreasingdemandhasbeenmetbyadvancesinbothtechnologyandoperationaltechniques.Thegrowthoftraffichasalsorequiredthedevelopmentoflargertransmissionsystemsandexchangestoprovidethecapacitytomeettherequiredgradeo

6、fservice.Withthecontinuedgrowthoftheinternationalautomaticservice,directsupervisionandcontrolovertraffichasdecreasedsinceoperatorsarenolongerinvolvedinestablishingmostcalls.Inadditiontotheabove,theintroductionoflargerdigitaltransmissionandswitchingsystems,alongwithcomm

7、onchannelsignalling,hasresultedinaninternationaltelephonenetworkwhichishighlyinterconnectedandinteractive,andwhichhasbecomeincreasinglyvulnerabletooverloadandcongestion.Thisoverloadandcongestioncanoccurwithlittleornoadvancewarning.Anumberofeventsmayarisewhichcanhavease
