2、ianmanufacturingfirms.Hence,themobilityofFDIcouldultimatelyaltertheprogressofthemanufacturingsectors.Giventheincreasingtrendofmodularproductionsystems,themobilityofmultinationalsoperationshasincreased.Forinstance,China’scostadvantagecumwithhugedomestic

3、demandhadincreasedthepotentialofshiftingamongforeigninvestors.Indeed,inrecentyearsitwasevidentthatfewofthecontractmanufacturershaveshiftedtheiroperationfromMalaysiatoChina.Although,theChineseandIndianmarketsprovidemuchcatalystforgrowth,theforeigninvest

4、orsstrategiestotapthefastgrowingAsiaPacificregionnamelyregionsneartoMalaysiawouldinevitablybringFDIintoMalaysia.Withthereadyavailabilityofgoodinfrastructure,politicalstabilityandmoderateoverallcost,MalaysiaisstillattractiveforFDIprovidedthattheotherpot

5、entialareasarefurtherdeveloped.Untilnow,itisnotablethatpolicyconcerningFDIliberalizationinMalaysiaisstilltailoredtowardsprovidingincentivesandotherformsofaidsfortheforeigninvestors.WesuggestthatthenextviablepolicydirectionofMalaysiashouldfocusonprovidi

6、ngtheneededcomplementaryassetsrealizingtheimportanceofFDIandlaborforceinthelongrun.Ontheotherhand,strategiestoenhancethelackoftechnicalprogressarefurtherrecommended.Hence,thepolicyrecommendationinthissectionissolelytailoredtowardsenhancingcomplementary

7、assetsinwhichMalaysiaisrelativelyweak.Threecorestrategicthrustsindevelopingthecomplementaryassetsisouremphasis.First,strategictrustshouldfocusonimprovingproductivityandinnovativecapabilitiesofthemanufacturingsectors.Thecontributionoftechnicalprogressin

8、thispapershowedonlyamarginalsignificantimpacttowardsthemanufacturingsectors.Inaddition,qualityFDIcanonlybeattractedifthehostcountryhastheabilitytoimprovethemanufacturingoutputsthroughproductivitygainratherthandependingonthetraditionalfa
