3、barriersanddeepenthelevelofliberalization.Forinstance,asofMarch2006,fivecountries(NewZealand,Australia,Malaysia,TaiwanChinaandtheUnitedStates)havemadeaplurilateralrequestonprivateeducationto22countries.Second,forcountriesthathavealreadymadeacommitmenttohighereducation,theremay
4、beincreasedpressuretoremoverestrictionsorMostFavouredNationexceptionsthatweredetailed.Third,educationmaybeseenasauseful“horse-trading”sector,meaningthatcommitmentstoeducationwillbegiveninordertogainaccesstootherkeysectors.Itisimportanttoemphasize,thattherewillcontinuetobegreat
5、speculationandcontroversyontheseproposedchangestotheGATSmethodsofnegotiation.DevelopingcountriesaredeeplyinvolvedinthesediscussionsandaretryingtoensurethattheGATSarticlesandspecialprovisionsmadefordevelopingcountriesarestillrespectedandabidedby.Itismoreimportantthaneverthatedu
6、cationpolicy-makersdevelopacloseandconsultativerelationshipwiththeleadtradenegotiatorsandGATSexpertsintheircountry.Aswell,itisadvisablethatthehighereducationleadersandpolicy-makersprovidethetradenegotiatorswithasolidanalysisofthepotentialopportunitiesandbenefits–andpotentialri
7、sksanddisadvantages–relatedtotradeineducationservicesfortheirnationalhighereducationsystem.ThepurposeofthisGuideistomakehighereducationpolicy-makersandleadersmoreawareoftherealitiesofcross-bordereducationinanincreasinglytradeorientedenvironment.Inturn,thisgreaterawarenesswilll
