2、tor,productionfunctionsareusefulforevaluatingthestructureoftheindustryandcanserveasguidesforindividualinstitutionsonpoliciesaffectingtheirsizeandscope.Moreover,inviewoftherelaxationofprovisionsunderwhichuniversitiescanprovidehighereducationtofull-feepayingdomesticstudents,

3、informationfromcostfunctionscanassistinstitutionstodevelopappropriatepricingstrategies.Costfunctionsalsoprovideanopportunitytoevaluatethecostofprovidinghighereducationtooverseasstudents.Highereducationcostsforanindividualuniversitycanbeestablishedfromadetailedaccountingexe

4、rciseinwhichtheexplicitandimplicitcostsallocatedtocoursesandlevelsarecollected.However,inobtainingthecostsofoverseasstudents,thereisstillbeaneedforacostfunctionbecauseitisnecessarytoexaminewhatthecostswouldbeunderalternativestudentnumbers,thatis,withandwithoutoverseasstude

5、nts.Someideaofthevariationincostswithdifferentnumberscanbeobtainedbycomparinguniversitiesatthesamedatebutwithdifferentstudentprofiles.Hencetheuseofcostfunctionsprovidesamethodformeasuringthenetbenefits(orcosts)oftheprovidingeducationtooverseasstudents.Thepaperisorganisedas
