2、shasmultiplied,althoughitisunclearexactlyhowfarandhowfastthistrendisdevelopingduetothestillverylimiteddataonthisphenomenon.Whatisclearisthattheseactivitieshavespreadfromtheindustrializedeconomiestopartsofthedevelopingworld.ThePeople’sRepublicofChina,inparticula
3、r,hasattractedscoresofforeign-funded,high-techR&Dinvestmentfromaroundtheglobe,particularlyinsectorsrelatedtoinformationcommunicationstechnology.Thisreportexaminestheemergenceandevolutionofforeign-investedR&DcentersinChinawithafocusonthecomputerandtelecommunicat
4、ionsindustries.Thestudy’skeyfindingsincludethefollowing:•Globalizationandtheinternationaldistributionofhigh-techR&DhaveaidedChina’seffortstodevelopitscommercialindustry.Increasingly,foreigninvestorsarecompetingwithlocalhigh-techenterprisesformarketshareinthecom
5、puterandtelecommunicationssectors.•Duringnearlytwodecadesofreformsandrestructuring,PRCofficialshavesoughttoaccelerateS&Tmodernizationthroughtheacquisitionofforeign,especiallyWestern,technologiesandknow-how.Todate,theseeffortshaveyieldedsomeimpressiveresults,but
6、ChinastillhasalongwaytoprogressbeforeachievingparitywiththeS&Tcapabilitiesofmostindustrializedeconomiesorbeforereachingitsgoalofimplementinga“nationalsystemofinnovation.”•ThePRCgovernmentencouragesforeignR&DinvestmentinChina,particularlyininformationtechnology-
7、relatedindustries,byofferingarangeofpreferentialpoliciesthatincludetaxrebates,constructionloans,accesstomodernfacilities,andotherincentives.OfficialsalsousethelureofChina’senormouspotentialmarketasleveragetoencouragetechnologytransferandR&Dinvestmentfromabroad.
