3、nsystem,residentsofNewOrleanshavestruggledtorebuildtheircityinacontextofuncertainty,contestedleadership,andahighlypoliticizedplanningprocess.Intheabsenceofawell-organizedprocess,peoplehaveturnedtoothermodesofplanningactiontoaddresstheproblemsofcommunicationandinformationexperie
4、ncedduringtherecovery.Inthischaoticcontext,digitalcommunicationtoolsservedasanindispensiblemediumfordisasterrecoverybyprovidingaforumforthecritiqueofplanning,whichreflectsasignificantprocessofsociallearningandsocio-politicalempowerment(Rocha,1997;Friedmann,1987).Incontrasttoexi
5、stingresearchonNewOrleansrecoveryplanningthatemphasizesgovernment-ledplanning(Nelson,Ehrenfeucht,&Laska,2007;Olshansky,Johnson,Horne,&Nee,2008),IfindthatthemostsignificantaspectoftheNewOrleansexperiencehasbeentherecoveryactivismandunofficialplanningledbycitizens.Inparticular,th
6、ischapterexploresthepoliticaldimensionsofdigitalmediaandtheiruseintheofficialandunofficialplanningprocessesfollowingHurricaneKatrina.Ifocusonthetensionsbetweencompetingplanningprocessesandthedifferentapproachestodigitalmediause.BecausetherecoveryprocessinNewOrleanshasbeenthemos
7、tdigitallymediatedplanningprocesstodate,itiscriticaltoanalyzetheuseandtheimpactofthesetools(seeRitchin,2009)todeterminewhatthismeansforurbanplanningintheageoftheDigitalCityandthe8NetworkSociety.Giventheproliferationofplanningactioninpost-disasterNewOrleans,thiscasestudyprovides
