2、認條約為國際法淵源之一，且為各國間不分憲法及社會制度發展和平合作之工具，其重要性日益增加，Recognizingtheever-increasingimportanceoftreatiesasasourceofinternationallawandasameansofdevelopingpeacefulcooperationamongnations,whatevertheirconstitutionalandsocialsystems,鑒悉自由同意與善意之原則以及條約必須遵守規則乃舉世所承認，Notingthattheprinciplesoffreeconsentandofgoodfai
3、thandthepactasuntservandaruleareuniversallyrecognized,確認凡關於條約之爭端與其他國際爭端同，皆應以和平方法且依正義及國際法之原則解決之，Affirmingthatdisputesconcerningtreaties,likeotherinternationaldisputes,shouldbesettledbypeacefulmeansandinconformitywiththeprinciplesofjusticeandinternationallaw,念及聯合國人民同玆決心創造適當環境，俾克維持正義及尊重由條約而起之義務，Reca
