3、ms,NOTINGthattheprinciplesoffreeconsentandofgoodfaithandthepactasuntservandaruleareuniversallyrecognized,AFFIRMINGthatdisputesconcerningtreaties,likeotherinternationaldisputes,shouldbesettledbypeacefulmeansandinconformitywiththeprinciplesofjusticeandinternationallaw,RECALLINGthedeterminationofthe
4、peoplesoftheUnitedNationstoestablishconditionsunderwhichjusticeandrespectfortheobligationsarisingfromtreatiescanbemaintained,HAVINGINMINDtheprinciplesofinternationallawembodiedintheCharteroftheUnitedNations,suchastheprinciplesoftheequalrightsandself-determinationofpeoples,ofthesovereignequalityan
5、dindependenceofallStates,ofnon-interferenceinthedomesticaffairsofStates,oftheprohibitionofthethreatoruseofforceandofuniversalrespectfor,andobservanceof,humanrightsandfundamentalfreedomsforall,BELIEVINGthatthecodificationandprogressivedevelopmentofthelawoftreatiesachievedinthepresentConventionwill
6、promotethepurposesoftheUnitedNationssetforthintheCharter,namely,themaintenanceofinternationalpeaceandsecurity,thedevelopmentoffriendlyrelationsandtheachievementofco-operationamongnations,AFFIRMINGthattherulesofcustomaryinternationallawwillcontinuetogovernquestionsnotregulatedbytheprovisionsofthep
