2、wasatpeacewiththatnationand,atthesolicitationofJapan,wasstillinconversationwithitsgovernmentanditsemperorlookingtowardthemaintenanceofpeaceinthePacific.Indeed,onehourafterJapaneseairsquadronshadcommencedbombingintheAmericanislandofOahu,theJapaneseambassadortotheU
3、nitedStatesandhiscolleaguedeliveredtoourSecretaryofStateaformalreplytoarecentAmericanmessage.Andwhilethisreplystatedthatitseemeduselesstocontinuetheexistingdiplomaticnegotiations,itcontainednothreatorhintofwarorofarmedattack.ItwillberecordedthatthedistanceofHawai
4、ifromJapanmakesitobviousthattheattackwasdeliberatelyplannedmanydaysorevenweeksago.Duringtheinterveningtime,theJapanesegovernmenthasdeliberatelysoughttodeceivetheUnitedStatesbyfalsestatementsandexpressionsofhopeforcontinuedpeace.TheattackyesterdayontheHawaiianisla
5、ndshascausedseveredamagetoAmericannavalandmilitaryforces.IregrettotellyouthatverymanyAmericanliveshavebeenlost.Inaddition,AmericanshipshavebeenreportedtorpedoedonthehighseasbetweenSanFranciscoandHonolulu.Yesterday,theJapanesegovernmentalsolaunchedanattackagainstM
6、alaya.Lastnight,JapaneseforcesattackedHongKong.Lastnight,JapaneseforcesattackedGuam.Lastnight,JapaneseforcesattackedthePhilippineIslands.Lastnight,theJapaneseattackedWakeIsland.Andthismorning,theJapaneseattackedMidwayIsland.Japanhas,therefore,undertakenasurpriseo
