1、香港人民币离岸金融中心建设对策分析摘要：离岸金融是上世纪五十年代后期发展起來的一种金融业务。按照国际货币基金组织的立义，离岸金融是指银行及其他机构吸收“非居民”资金和向非居民提供的各种金融服务。离岸金融市场由欧洲美元市场发展而來，后来乂逐步形成亚洲货币市场和拉美货币市场。它是非居民间从事国际性金融业务的市场，即经营外国贷款者、投资者与外国筹资者之间业务的国际金融市场。目前，人民币在我国周边国家或地区己有广泛的供求，但是我国的货币当局短期内尚不可能允许人民币跨境自由流动。正是在这种管制的条件下，虽

2、然人民币不是国际储备货币，但是人民币离岸金融市场的形成不但可能而且必要，它是金融市场发展驱动的结果。目前，我国面临着是否构建人民币离岸金融市场这个关系重大且意义深远的课题。本文的研究冃的是通过介绍离岸金融市场发展演进历程，结合我国实际提出构建香港人民币离岸金融中心，作为方便人民币境外累积和离岸运行的方法。人民币离岸金融市场的发展，带来人民币境外沉淀量的口益增加，这有利于使人民币成为亚洲贸易与金融中的价值尺度和交易媒介，这是发展人民币离岸金融的战略冃标。关键词：人民币离岸金融市场人民币国际化风险控
