1、村委会论文：村委会行使职能的障碍及解决对策研究【中文摘要】村民委员会（以下简称村委会）是村民自我管理、自我教育和自我服务的基层群众性自治组织。作为农村基层最重要的村民自治组织，村委会在村民自治过程中行使着重要的经济、政治、文化、社会和生态职能，对于推动农村经济和社会健康发展、推进农村基层民主政治建设、促进农村和谐与稳定起着十分重要的作用。然而,村委会在行使职能过程中，仍遇到不少障碍如法律和制度不完善、乡镇政府和村党支部干预以及村委会成员自身素质偏低等，这都影响了其职能的有效发挥。村委会行使职能的障碍既有体
2、制内因素,也有体制外因素,既有人为因素，又有制度因素。本文从分析村委会的性质和职能着手，采用问卷调查法、文献研究法、定性分析法、跨学科研究法，希望通过系统、透彻梳理村委会行使职能过程中遇到的各种障碍来提高学界对村委会职能研究的系统性。最后，从立法、行政、“两委”关系和村民自治主体四个层面给出了消除或减少这些障碍的对策和建议，以期为村委会职能行使提供更为开阔的思路，为村委会全面有效行使其职能提供参考。【英文摘要】Villagercommitteeisanautonomousgrass-rootsorgani
