2、。接着对地票制度为探究对象，介绍地票的概念、运行方式、经济来源、问题与建议，并将其同增减挂钩进行对比分析，为全国的农村建设用地流转提供参考，以促进农村建设用地流转的可持续研究。结论：农村建设用地流转用朝着以下几个方向进行：1、建立农村与城市土地耍素统一市场，打破现有村集体土地无法入市的现象。2、农村建设用地流转过程中要注重“保增”与“保耕”的双向协调。3、保护农民利益，缩小城乡差距，实现城乡一体化建设。关键词：农村建设用地流转、地票制度、增减挂钩、城镇化、耕地保护AbstractWiththerapiddevelopmentofChin
