7、研究不再仅仅是科学家个人及其团体的兴趣性活动，其国家战略导向己越来越凸显。基于这一认识，各国政府对R&D活动都投入了大量资源，然而，总是有更多相互竞争的计划、项目对国家总体预算提出了更高的要求。因此，如何有效配置有限的科技资源就成了学术界和科技主管部门最为关心的问题。科研机构绩效评估作为一种配置科技资源的重要管理手段，自然成了研究的焦点。军事医学研究所是指从事军事医学科学研究的专业机构，是我军军事医学研a究的“国家队”，是我军军事医学研究的骨干力量和最高水平的代表，是国家医芫学研究力量的重要组成部分，并在国际军事医学研究领域占用一席
