7、穿于项日实施的全过程。施工项目成本管理是为了使项目实现所要求的质量、所规定的时限、所批准的费用预算而进行的全过程、全方位的规划、组织、控制与协调。因此，只冇加强施工项目的管理，才能控制项目成本，只冇达到项目成本控制的目的,施工项日的管理才有意义。1施工企业项目成本管理中存在的问题1・1投标费用的控制力不足随着建筑企业市场竞争的加剧，如果报价成木高，就意味着生产费用高，使企业在投标价格上丧失竞争优势，如为了中标而盲目压价，则会使项目的耗费得不到应有的补偿，致使企业亏损。有时投标单位为提高中标率，在报价时恶性竞争，相互压低报价，使造价降低幅度达到预算成本难以接受

8、的程度，造成项目先天不足，严重制约了项目的效益水平。
