1、LegalSystemonTradeinServicesSection1TheCoverageofGATS1.TheScopeofGATSArticle1.1ThisAgreementappliestomeasuresbyMembersaffectingtradeinservices.Article28(a)ForthepurposeofthisAgreement:(a)"measure"meansanymeasurebyaMember,whetherintheformofalaw,regulation,rule,procedure,decisio
2、n,administrativeaction,oranyotherform;(b)"supplyofaservice"includestheproduction,distribution,marketing,saleanddeliveryofaservice;(c)"measuresbyMembersaffectingtradeinservices"includemeasuresinrespectof(i)thepurchase,paymentoruseofaservice;(ii)theaccesstoanduseof,inconnectionw
3、iththesupplyofaservice,serviceswhicharerequiredbythoseMemberstobeofferedtothepublicgenerally;(iii)thepresence,includingcommercialpresence,ofpersonsofaMemberforthesupplyofaserviceintheterritoryofanotherMember;（c）“各成员影响服务贸易的措施”包括以下方面的措施：⑴服务的采购、支付或使用⑵与服务的提供相关联的获得和使用那些成员要求向公众普遍提供的
