2、sbythegovernment.Theobjectivesofgovernmentadministrationaretoprotectspectrumusersfromharmfulinterferencebyoneanother,toachieveeconomicandtechnicalefficiencyofspectrumuse,safeguardpublicservicesandbalancecertaintytoattractinvestmentwithflexibilitytotakeadvantageofchange.Governmentadmin
3、istrationoftheradiospectrumcomprisesatieredstructureofregulationsattheinternationalandnationallevels.Eachcountryestablishanationaltableoffrequencyallocationthatsetsoutwhatradioservicescanusewhichfrequencybandsandunderwhatconditions,andcoordinatesthereallocationswithneighboredcountries
4、.Rulesaresetforeachband,specifyingeligibilityandservicerestrictions,powerlimits,build-outrequirements,fees,andotherconditionsofuse.Spectrumareassignedtoindividualusersandauthorizationsareissuedforradioequipmentandoperators.Complianceofspectrumuserswithallocation,rulesandauthorizationi
5、smonitoredandenforce.Theliberalizationoftelecommunicationandbroadcastingmarketshasresultedinrapidgrowtheinthenumberofoperatorssincethesecondhalfofthe1980sandthishasleadtoasuddenincreaseinspectrumdemand.Moreover,technologychangeinthe1990sand2000sinwirelesscommunicationshasalsogreatlyin
6、creaseddemandforthespectrumandchangedthewaysspectrumisused.Inthisenvironment,GovernmentadministrationhadincreaseEESM520Fall2008ProjectEssaydifficultyrespondingtofastgrowthofspectrumdemand,newtechnology,andchangingmarkets.Theyhavebeencompelledtoreviewtheirpolicyandtoimprovetheirpractic
