3、ualitativeapproachwasutilizedanddataweregatheredfrominterviewswithfivekeyeconomicdecision-makersinDefianceCounty,OH,togatherabetterunderstandingoftheculturalinfluencesoneconomicdevelopmentthere.Theresultsrevealedthatthecultureofeconomicdevelopmentinthi
4、sruralcountycouldbedescribedinfourmajorthemes:thewidelyembracedeconomicstrategyofimprovementofthebusinessclimate,alackof"statevision"ineconomicdevelopment,perceptionoftheneedforcollaborationbetweenstategovernmentandprivateenterprise,andtheprocessofglob
5、alizationasaforcethathaddramaticallyaffectedthesocialandeconomicfabricoftheircommunity.Theseresultsimplythatthereisagreatneedforstatefacilitationofinterpersonalnetworksacrossgovernmentagenciesandprivateenterprises.However,inlightofthestategovernment'sp
6、erceivedunwillingnessorinabilitytocollaborate,continuingtoembracethecurrent-18-economicdevelopmentframeworkmaybedetrimentaltoprogressinlocaleconomicdevelopment.INTRODUCTIONManyruralareasintheindustrialmidwesternUShavefacedenormouschallengessincetheecon
7、omicrestructuringofthe1970s,whichresultedinamassivereductioninthemanufacturingbaseandthecreationofaservicesbasedeconomy.Withtheresultinglossofmanufacturingjobs,population,andtaxbase,economicdevelopmenteffortshavebeenstymiedinmanyruralareas.Asidefromthe
