1、ISSEISMICDESIGNADEQUATEFORBLAST?1MohammedM.EttouneyABSTRACTSeismicandblasthazardsaretwoofthemostimportanthazardsthatareofinteresttomanyvaryingcommunities.Earthquakemodernmitigationeffortsforconstructedfacilitieshavebeenaroundformorethanfiftyyears.Becauseofthisthe

2、designcommunityhasgainedconsiderableexperienceinseismicbehavior,analysisanddesign.Blasthazardsaffectingconstructedfacilitieshavegainedinterestonlyinthepastfewyears.Therearesomesimilaritiesbetweentheseismicandblasthazards.Thesesimilaritiesincludethedynamicnatureof

3、bothhazards,theessentialnonlinearresponseoffacilitiestobothhazardsandtheemergenceofperformance-baseddesignsasanoptimaltoolforthedesignsoffacilitiestomitigatetheeffectsofbothhazards.Theseobservationsraisethequestion:isseismicdesignadequateforblastdesign?Thispaperw

4、illattempttoanswerthisquestionbyinvestigatingthesimilaritiesanddifferencesbetweenthetwohazardsandtheirrespectivedesigndemands.Themainfindingofthepaperisthatseismicdesignofconstructedfacilitiesnotadequateforproperblastdesign.;aseparateblastinvestigationisneededfor

5、reliableblastmitigationeffort.IntroductionDuetotragicrecentterroristevents,blasthazardhasemergedasanimportantdesignconditionformanyconstructedfacilities.Itisnotedthattherearesomesimilaritiesbetweentheseismicandblasthazards.Thesesimilaritiesincludethedynamicnature

6、ofbothhazards,theessentialnonlinearresponseoffacilitiestobothhazardsandtheemergenceofperformance-baseddesignsasanoptimaltoolforthedesignsoffacilitiestomitigatetheeffectsofbothhazards.Earthquakemodernmitigationeffortsforconstructedfacilitieshavebeeninexistenceform

7、orethanfiftyyears.Becauseofthis,thedesigncommunityhasgainedaconsiderableexperienceinseismicbehavior,analysisanddesign.Inadditiontotheon-groundseismicexperience,thereexistsalsoaninfrastructureofseismicanalyticaltechnologies,seismicdesigncodesandstandards,aswellasw
