5、orcesdidnotfindanyweaponsofmassdestructioninIraq:atrulytotalitarianpowerwouldhavebehavedlikeabadcopwhoplantsdrugsthen'discovers'evidenceofthecrime.)However,althoughthephotographswereonlymadepublicattheendofApril,theInternationalRedCrosshadbeensendingtheUSandU
6、KauthoritiesreportsofabusesinmilitaryprisonsinIraqformonths,andthereportswereignored.Itwasn'tthattheauthoritiesweren'tgettinganysignalsaboutwhatwasgoingon:theysimplyadmittedthecrimeonlywhen(andbecause)theywerefacedwithitsdisclosureinthemedia.Theimmediatereact
