3、lbeitsometimesatthecostofsecessionandcivilwar.Second,inthecaseofafederationitismoreorlessclearwhostandstobenefitfromanychangeininstitutions,andcoalitionsinfavorofrenegotiationcanbeeasilyformeddependingonthecontentoftheproposal.Thus,theexistenceofanequilibriumofconstitutionallegitimacy
4、atthepopularandelitelevelscannotbetakenforgranted.Theauthorsshowthatthepresenceinthepoliticalprocessofagentswhoare“naturallycommitted”tothestatusquoinstitutionalarrange-mentcansufficetocoordinatevoterstoactasiftheysupportexistingconstitutionalarrangements,evenifthisisnotthebestoption.
