2、tsmid-termstrategy.ThisinitiativewillhelpBERECandtheindustrytosetthewiderprioritiesfortheyearsahead.BEREChasmadesignificantprogressinthepastyearandwillplayanimportantroleinthefuture.2.Withthisinmind,VodafonebelievesthatBERECneedstotakeastepforwardintheapproachtop

3、olicyissues.BERECCommonPositionsandGuidelines(i.e.thepolicydocumentsthatNRAsshouldtakeutmostaccountof)aretoooftendescriptiveaccountsoftheworkofNRAsoramenuofoptions,andtoorarelyacollectivecommitmentbythemembersofBERECtotakespecificpolicydecisionsortopursuejointpri

4、orities.BERECpositionsandguidelinesshoulddriveNRApoliciesratherthanjustfollowthem.3.VodafonebelievesthatBERECshouldfocusonitsactivitiesonthefollowingfourareas:a)Realisationofthesinglemarketb)Thinkingthroughthetransitionfrom‘telecomcentric’regulationto‘internetcen

5、tric’regulationc)Protectingconsumersbysettingrequiredoutputsratherthanregulateddetailedinputsd)ImprovementofBERECfunctioningandliaisingwithstakeholdersWealsoattacharecentarticlebyRichardFeaseyonregulatorychallengesinEurope.Realisationofthesinglemarket4.Vodafoneag

6、reeswithBERECthatthemainfocusofitsworkshouldstillbetherealisationofthesinglemarket.TheEUregulatoryframeworkprovidesforthegeneralregulatoryprinciplesandsomespecificrules,butthedetailedregulatoryapproachismanagedbynationalauthorities.Thishasledinmanycasestodivergin

7、gregulatoryoutcomes,particularlyinrelationtoconsumerprotectionmeasures.ThesedifferencescreateobstaclestothedefinitionofuniformservicesacrossEurope(particularlyforbusinessservices)andincreasesintheoverallcostsofprovision.Serviceshavetobecustomisedtodifferentmarket

8、snotbecausecustomerswantdifferentthings,butsimplybecauseregulatoryobligationsaredifferent.3.Todate,theCommissionhasfocusedonharmonisationofwholesaleprices.Itst
