4、OPOULOSTheWorldBank,Washington,USAABSTRACTVocationaleducationandtraining(VOCED)continuestobeafavoredinstrumentofsocialengineeringforachievingaseriesofobjectives,suchasacceleratingeconomicgrowth,reducingyouthunemploymentandbenefitingfromeconomicglobalization.Thisisinspiteofagreatdea
5、lofscepticismregardingitseffectiveness.ThearticleexaminestheargumentsunderpinningthegreathopeonVOCEDasapanaceaformanysocialills,andoffersaseriesofalternativeorcomplementaryactionsthatwouldmakeVOCEDmorerelevanttotheworldofworkandincreaseitseffectiveness.Manyofsuchactionslieoutsideth
6、esphereoftraditionalVOCEDprovision,pertainingtothemacro-economicenvironment,thegeneraldemandforlaborand,paradoxically,togeneral(ratherthanspecialized)educationandtraining.IntroductionVocationaleducationandtraining(VOCED)hasbeeninthepast,istoday,andwillremaininthefutureoneofthehotte
