3、nypeoplewillputupwithlonglines,dauntingregistrationrequirementsandeventhethreatofphysicalviolenceorarrestinordertovote.Giventhecentralplaceofvotingwithinpoliticaleconomy,thelackofanadequaterationalchoicemodeloflargeelectionswithcostlyvotingpresentsanobviousproblem.F
4、orthemostpart,theoristshavebypassedtheturnoutproblemeitherbyeliminatingvotersasstrategicactorsorbyassumingthatthedecisiontovoteisindependentofotherstrategicchoices.Theproblemwiththefirstapproachisthattheempiricalliteratureonvotingbehaviorprovidesconsiderableevidenceo
5、fapparentlystrategicbehavior.Inprimaryelections,thereisevidencethatvotersconditiontheirvotechoiceontheviabilityofcandidates(Abramson,Aldrich,PaolinoandRohde,1992).Inaseminalandcomprehensivestudy,Cox(1997)showsthatvotingpatternsandelectionoutcomesarebroadlyconsistent
