3、,HavingregardtotheopinionoftheEuropeanEconomicand2(7)DisparitiesbetweenthelawsinforceintheMemberSocialCommittee(),StatesconcerningaccesstoenvironmentalinformationHavingregardtotheopinionoftheCommitteeoftheheldbypublicauthoritiescancreateinequalitywithinRegions(3),theCommunityasregar

4、dsaccesstosuchinformationorasregardsconditionsofcompetition.ActinginaccordancewiththeprocedurelaiddowninArticle251oftheTreaty(4)inthelightofthejointtextapprovedbytheConciliationCommitteeon8November2002,Whereas:(8)Itisnecessarytoensurethatanynaturalandlegalpersonhasarightofaccesstoen

5、vironmentalinforma-(1)Increasedpublicaccesstoenvironmentalinformationtionheldbyorforpublicauthoritieswithouthishavingandthedisseminationofsuchinformationcontributetotostateaninterest.agreaterawarenessofenvironmentalmatters,afreeexchangeofviews,moreeffectiveparticipationbythepublicin
