2、和资金方面给予极大的支持。2006年9月1同新修订的《中华人民共和国义务教育法》，这是我国义务教育进程中具有里程碑意义的大事，有着重大的现实意义和深远的历史意义。对农村义务教育是个巨大的喜讯，特别是中央财政从今年丌始，用两年时间免除农村地区义务教育阶段的杂费，对整个农村义务教育来讲，绝对是个福音，能在很大程度上促进农村义务教育的快速发展。但出于剧情、管理体制和财政体制等原因，农村义务教育还存在着许多问题，这些问题的存在严重地束缚了我国农村义务敦育事业的发展。本文首先回顾了我国义务教育的发展历程和农村义务教育面临的机遇与挑战。以湖南省常德市的农村义务教育现状为例

3、，论述了该市农村义务教育存在的经费不足、教师素质不高、办学条件差等问题，最后针对这些问题提出了进一步完善农村义务教育管理体制和财政机制，优化农村义务教育资源配置，提高农村义务教育质量等对策，为现有理论提供实证性的支持，为农村义务教育改革提供实践意见。关键词：农村义务教育；现状；对策AbstractDuringtheperiodofconstructingtheharmonioussociety，puttingthephilosophyofscientificdevelopmentintopracticeandconstructingthenewsocialis
