2、a1becamesomewhatstrained,addingtoitsdecliningglobalimagesince2007.Beijing’sdisturbingbehaviorhasmanyobserverswonderinghowlongitsnewtoughnesswilllast.Isitatemporaryorseculartrend?Ifitisalonger-termandqualitativeshifttowardgreaterassertivenessandarrogance,howshouldothernationsrespond?Wh

3、attheworldiswitnessinginChina’snewpostureisinparttheproductofanongoingintensiveinternaldebate,andrepresentsacurrentconsensusamongthemoreconservativeandnationalistelementstotoughenitspoliciesandselectivelythrowChina’sweightaround.Althoughthereseemstobedomesticagreementatpresent,Chinare

4、mainsadeeplyconflictedrisingpowerwithaseriesofcompetinginternationalidentities.Manynewvoicesandactorsare2nowpartofanunprecedentedlycomplexforeign-policymakingprocess.Consequently,China’sforeignpolicyoftenexhibitsdiverseandcontradictoryemphases.Understandingthesecompetingidentitiesiscr
