2、tedtheMEANSprogrammeofevaluationguidanceforsocio-economicprogrammes,primarilyforthoseco-financedwiththeStructuralFunds.Thisinitiativecameupwithaninterventionlogicwhichhasremainedinplaceeversince.TheDirectorateGeneralforRegionalPolicyhasrecentlybeentakingafreshlookatthelogicalframework.Wehave

3、examineditdrawingonexperiencesfromthreeprogrammingperiods:fromtheperspectiveofanintensiveexpostevaluationofthe2000-2006programmingperiod;fromtheperspectiveofreportingontheongoingperformanceofcurrentprogrammes;andfromtheperspectiveofdesigningapolicyfor2014-2020withastrongerresultorientation.T

4、heconclusionofthisworkisthatourinterventionlogicwasneverentirelyclear.Wecannotinpracticedistinguishbetweenashort-termdirecteffect(result)andalonger-term,indirecteffect(impact).Wehaveneveractuallymeasuredimpactsdefinedlikethis.Withtheincreasingfocusonoutcomesintheinternationalliteratureandthe

5、developmentsconcerningtheevaluationofimpact–definedasthe"changethatcancrediblybeattributedtoanintervention",werealisethatweneedtoclarifyourinterventionlogic.ThispaperwilloutlinetheexperiencesoftheDirectorateGeneralforRegionalPolicyanditsproposalsforare-articulationofthelogicofourintervention

6、sandtheterminologyweuseinthisregard.BackgroundWhenStructuralFundswerereformedin1988andagainin1993,evaluationgainedaprominenceithadnothadbefore.Withmulti-annualprogrammes,StructuralFundsbecamemoreapolicyandlessofafinancialinstrument.Theroleofevaluationwasnotonlytoevaluateresultsandimpacts,but

7、tocontributetothedesignandimplementationofbetterprogrammeswhichwoulddelivereconomicandsocial(andlaterterritorial)cohesion.Inthiscontext,in1995theEuropeanCommissionestablishedtheMEANSprogramme:MeansforEvaluatingActionsofaStructuralNature.Supportedby
