4、izeandguaranteeperformanceofthedutiesforadministrationofpublicsecuritybypublicsecurityorgansandpeople'spoliceaccordingtolaw.Article2Apersonwhodisturbspublicorder,endangerspublicsafety,infringesontherightsofpersonandpropertyorhamperssocialadministration,whichisharmfultothesocietyandwhich,accor

5、dingtotheprovisionsoftheCriminalLawofthePeople'sRepublicofChina,constitutesacrime,shallbeinvestigatedforcriminalresponsibilityaccordingtolaw;andifsuchanactisnotseriousenoughforcriminalpunishment,thepublicsecurityorganshallimposeonhimapenaltyforadministrationofpublicsecurityaccordingtothisLaw.

6、Article3TheprovisionsofthisLawareapplicabletotheprocedureofpenaltiesforadministrationofpublicsecurity;andtocasesforwhichnosuchprovisionsarestipulatedinthisLaw,therelevantprovisionsoftheLawofthePeople'sRepublicofChinaonAdministrativePenaltyshallbeapplicable.Article4ThisLawshallbeapplicabletoac

7、tscommittedagainsttheadministrationofpublicsecuritywithintheterritoryofthePeople'sRepublicofChina,exceptwherespeciallyprovidedforbyotherlaws.ThisLawshallbeapplicabletoactsagainsttheadministrationofpublicsecuritycommittedaboardshipsoraircrafts
