2、uesinvolvequestionsaboutwhatcargoisinthecontainer,howmuchofitthereisandhowitispacked. Thedebatehasreachedthemostinfluentialmaritimeforum,theIMO. Muchindustryattentionrecentlyhasbeenfocussedonthenecessitytohaveanaccurateweightforthecargopackedineverysea-goingcontainer. Initially,debatesurrounde
3、dthedegreetowhichinaccurateweightscauseaccidents–stackcollapse,roadandterminalvehicleoverturning,cranefailureorevencontributingtoshiploss. Conclusiveevidenceisnoteasytocollate,butsufficientneverthelesstorequiregreaterrigour. However,therealityisthataccurateweighingofcontainerisedcargoisbutasmal
4、lpartofsafetyinthesupplychain. Thewayinwhichcargoispackedinthecontainersisarguablymoredangerousinleadingtoloadshiftsandcargospillages. Accidentinvestigationsfrequentlyidentifypoorweightdistribution,improperlypackedcargoandinadequatedunnaging,chockingandsecuring. Asurveyonbehalfoftheindustryb
5、odies,ILO/IMO/UNECE*–whichisdevelopingaCodeofPracticeforPackingCargoTransportUnits–confirmeditisnotweightperse,butinappropriatelystowedandsecuredcargothatisthemajorcauseofsuchaccidents. TheTTClubbelievesitisvitalthattheissueofsafecargopackingnowbegivenasmuchattentionasthatofaccuratecargoweights
6、.PackingIssuesTTClub’sownclaimsexperienceshowsthat65%ofallincidentsinvolvelossordamagetocargoandofthese,ouranalysissuggestsoverone-thirdresultfrompoorpacking. Thistrendisborneoutbystatisticsfromthecontainerlines’CargoInformationNotificationSystem(CINS),wheresome35%ofincidentsinvestigatedarefoun
7、dtohavebeencausedbypoorlyorincorrectlypackedcontainers.Ourexperience,andthatofourMembers,andofanumberofconsultantsthathaveresearchedtheproblem,revealsavarietyof‘bad-practices’. Oftenthoseinvolvedinpackingcargotransportunits(CTUs)–
