2、ance)THEEUROPEANPARLIAMENTANDTHECOUNCILOFTHE(5)CertainMemberStatescarryoutadministrativeoperationsEUROPEANUNION,toapprovestandards.Suchapprovalneitheraffectsthetechnicalcontentofthestandardsinanywaynorlimitstheirconditionsofuse.SuchapprovalcannotthereforealterHavingreg

3、ardtotheTreatyestablishingtheEuropeanCommu-theeffects,fromaCommunitypointofview,ofnity,andinparticularArticle95thereof,harmonisedandpublishedstandards.HavingregardtotheproposalfromtheCommission,(6)WithintheCommunity,thefreemovementofelectricalequipmentshouldfollowwhent

4、hisequipmentcompliesHavingregardtotheOpinionoftheEuropeanEconomicandwithcertainsafetyrequirementsrecognisedinallMem-SocialCommittee(1),berStates.Withoutprejudicetoanyotherformofproof,theproofofcompliancewiththeserequirementsmaybeestablishedbyreferencetoharmonisedstanda

5、rdswhichActinginaccordancewiththeprocedurelaiddowninArticle251incorporatetheseconditions.TheseharmonisedstandardsoftheTreaty(2),shouldbeestablishedbycommonagreementbybodiestobenotifiedbyeachMemberStatetotheotherMemberStatesandtotheCommissionandshouldbepublicisedaswidel

6、yaspossible.Suchharmonisationshould,fortheWhereas:purposesoftrade,eliminatetheinconveniencesresultingfromdifferencesbetweennationalstandards.(1)CouncilDirective73/23/EECof19February1973ontheharmonisationofthelawsofMemberStatesrelatingtoelectricalequipmentdesignedforuse
