2、entofChinahavebeenleftunmetatthelocallevels.Observingthesignificanceofpolicybehaviorsoflocalofficialsinproducingpolicyoutcomesintheirjurisdictions,itattributestheapparentpolicydistortiontothe“incorrect”incentivesthatlocalofficialsfacenow.Differentfromthosefocusingont

3、heneweconomicincentiveofferedbythenewdecentralizationarrangementduringthereformera,thisstudylooksintothenatureofpoliticalincentivesembeddedintheoldtop-downcadremanagementsystemtoseehowlocalofficialsare“incentivized”politicallytoproducedistortedpolicyoutcomes.Byinvest

4、igatingformalrulesgoverninglocalchiefs’turnoversandactualpastturnoversoftheprefecturalchiefsinZhejiangandHubeiprovincesduringthereformera,thisstudyfindsoutthatthetop-downpoliticalincentiveisunbalancedbynatureinthatpromotioncriteriaforlocalchiefsslantheavilytolocalchi

5、efs’achievements(zhengji)inpromotinglocaleconomicgrowthwhiletheirperformanceinotherpolicyissuesareneglectedatlarge.Itarguesthatsuchunbalancednatureoftop-downpoliticalincentivehasinducedlocalofficialstodivertmoreeffortstopursue“mindless”economicgrowthatthecostofotherc

6、ommendablegoals;policydistortionthereforeemergesastheconsequenceofunbalancedpoliticalincentive.Thisdissertationcontinuestoexplainwhytheapparentpolicydistortionhaspersisted.Byinvestigatingfivecasesillustratingthewaythecenterdealswithlocalpolicydistortion,itarguesthatt

7、hecentralgovernmentisunwilling,unableandineffectivetosanctionpolicydistortionbecauseoftheinnateconflictbetweentheindirectmanagementtoolthecenterusesandthemultiplegovernancegoalsitdesiresfor.Theunbalancednatureofcurrenttop-downpoliticalincentiveisthereforepredetermine
