4、,includingtherecentpolicyofenergysavingandemissionsreduction,thecleanenergyprogramme,andtheuseofforeststotrapcarbon.Thepaperalsopointsoutpotentialdirectionsformoresubstantiveclimatepolicies.IntroductionInthepastthreedecades,Chinahasbeenthefastestgrowin

5、gcountrybothinGDPandingreenhousegas(GHG)emissions.In2006,ChinasurpassedtheUSAtobecometheworld’snumberoneCO2emitter.ThesedevelopmentsplaceChina(alongwiththeUSA)centrestageintheinternationalnegotiationstobattleclimatechange.Inthispaperweexplainthepositio

6、nofChinainthenegotiationsandalsoexplaintheGHGpoliciesthatChinahasadopted.Thispapercontainsthreesections.ThefirstsectionreviewstheprocessofinternationalnegotiationandevolutionofChina’spolicytowardclimatechangeintheprocess;theseconddescribesdomesticactio
