6、tivity:thenormativityoflawliesinthewillingnessofofficialstoseecertaineventsorstatesofaffairs(e.g.arulesatisfyingtheruleofrecognition)inthemselvesasprovidingauthoritativelegalreasonsforaction,reasonswhichareperemptoryandindependentofthemeritsoftheaction
