2、reasesinprimaryschoolenrolmentsinmanyLeastDevelopedTCountries(LDCs).Astheseyoungpeoplecompletetheirprimaryeducation,theirgovernmentswillbefacedwiththechallengeofprovidingthemwithopportunitiesforfurtherlearning–eitherintheformofgeneralsecondaryeducationorsomepreparationfor

3、theworldofwork.Manycountries,particularlyinAfrica,considerthattechnicalandvocationaleducationandtraining(TVET)canequipyoungpeoplewithskillsthatenablethemtoengageinproductivelivelihoods.Yetinthepast,TVETprogrammeshavenotledtoincreasedemployment,despitetheobviousneedinthese

4、countriesfortechnicalandvocationalservices.Thishasbeendue,inlargepart,toadearthofwageemploymentopportunitiesfortechnicallytrainedworkers.UNESCO’sSectionforTechnicalandVocationalEducationisaddressingthisissuebyproposingthatentrepreneurialskillsshouldaugmentthetechnicalknow

5、ledgeandskillslearnersmightalreadyhave.Entrepreneurialskillswillhelpthemtoacquirethemindsetandknow-hownecessarytomakeself-employmentaviablecareeroption.Sincethereiscurrentlylittleresourcematerialavailableforteachingandlearningaboutentrepreneurship,especiallyforlearnersint

6、henon-formalsetting,UNESCOhasdevelopedthisprototypeofamodulartrainingpackageinentrepreneurshipentitled“Startingmyownsmallbusiness”.Itismyferventhopethateducationauthorities,andnon-governmentalorganizationsandotherswillutilizethistrainingpackagefornon-formallearnersinconju

7、nctionwithvocationalskillstrainingprogrammes.Thiscanhelppreparelearnersofallagesandbackgroundstohaveproductivelivelihoodsasself-employedentrepreneurs.Incountrieswheresignificantnumbersofyoungpeopleworkintheinformaleconomy,thisresourcematerialmaybeusedtotrainthosealreadyint
