3、ehasalreadycommencedwiththespeakerswehavehadduringthetakingnoteoftheanswersgiventoquestionstoday.Today,thisdebatehascomeaboutasaconsequenceofaleakeddocument梐cabinet-in-confidencedocument梩heauthenticityofwhichhasnotbeendeniedbytherelevantminister,theMinisterforEducation,TrainingandYouthAffairs,DrDa
4、vidKemp.Itiswritteninthefirstpersonanditisclearlyanarticulationofhisviews梙isnarrowso-calledvisionforthehighereducationsectorinthiscountry.Thecabinetsubmissioncontainslargelythreeproposals:thecompetederegulationofuniversityfees梩hatis,allowinguniversitiestosetthefeespaidbyallstudents;avoucherdrivenf
5、undingsystem,wherebystudentsareeligibleforsomegovernmentsubsidybutmustmeetthecostsofanygaportop-upfeeimposedbytheuniversity;andauniversalloansschemetoreplaceHECS,whichwouldhavearealrateofinterestattached.Currently,HECSinterestratesareindexedtotheCPI.Thesearesomeofthemostregressive,anti-student,ant
6、i-intellectualproposalswehaveseenintroducedorsuggestedbyaministerforeducationinthiscountryinitshistory.Theironyis,ofcourse,ashasbeenpointedoutintheearlierdebate,thatmanyoftheministersinthecurrentgovernment,andindeedanumberofbackbenchers,havebenefitedfromasystemofeducationthatwaspubliclyfundedandmu
