1、HowtocomplywithMARPOLAnnexVNewamendmentsgoverningcargoclassificationandthedischargeofcargoholdwashwaterUKP&ICLUBISMANAGEDBYTHOMASMILLER1IntroductionAsof1January2013,amendmentstoMARPOLAnnexV1,2,meanthatshippershavenewresponsibilitiesregardingcargoclassification(crewresponsibilitiesareoutlinedsepa

2、ratelyintheenclosedposter)whichalsoaffecttheabilityofthecrewtodischargeresiduesandwashwaterintothemarineenvironment.Fromthisdateshipperswillneedtoconsiderwhetherornotthecargoandhenceresidues,includingthosecontainedinwashwaterare‘harmfultothemarineenvironment’(HME),asillustratedinFigure1.Thisbook

3、letsetsouttherequirementsaswellastheconceptandprocessofclassificationofcargoesasHME.WashwatermaynotbedischargedoverboardShippersbutshouldbereceivedofasolidbyanappropriatebulkcargoreceptionfacility*YoucurrentlyIfthecargosubmitacargoisclassifieddeclarationunderasHMEIMSBCsection4.2FromAllcargo1Janu

4、ary2013youalsoneedtoresiduesandwashwateraresubjectclassifythecargoastoMARPOLharmfultothemarineenvironment(HME)AnnexVornotFigure1.HowtheHMEclassificationaffectswashwaterdischargeatsea.*OutsideSpecialAreasthedischargeofHMEcargoresiduescontainedinholdwashwaterisallowed,undercertainpredefinedconditi

5、ons,until31December2015.MARPOLAnnexVThedischargeofwashwaterandanynon-recoverablecargoresiduescontainedthereinisprimarilycontrolledthroughMARPOLAnnexV,whereitisclassedasgarbageandthereforesubjecttothecontrolsspecifiedwithinRegulations4.1.3and6.1.2oftherecentamendmentstoMARPOL2.Inessencethedischar

6、geofcargoresiduescontainedinwashwaterisgovernedbythefollowingcriteria:●Nodischargeofcargoresiduesshouldoccurlessthan12nauticalmilesfromthenearestland,orthenearesticeshelf.●NodischargeofcargoresiduesshouldoccurwithinthesixMARPOLdefined‘SpecialAreas3’(theMediterranean,the2‘Gulfs’area,thewiderCarib

7、beanincludingtheGulfofMexico,theBalticSea,theNorthSeaandtheAntarctic).ThedischargeofcargoresiduescontainedinwashwaterisonlypermittedifboththedestinationanddepartureportsarewithintheSpecialAreaandtheshipwillnottransitoutsidet
