3、ilyviolence.Weexaminethereasoningbehindtheadoptionofthisapproach,whatitwasintendedtoachieve,theprocessesandactivitiesthattookplaceandstakeholders’viewsabouttheoutcomesandimpactofthisapproach.Thechoiceofawholeofgovernmentstrategyreflectedtheneedtoaddre
4、ssphilosophicalandorganisationalculturaldifferencesaboutfamilyviolenceandresponsestoit.Keyelementswere:thedemonstratedcommitmenttoreformandleadershipprovidedbyministers,agencyheadsandseniormanagers;theinvolvementofcommunitysectorrepresentatives;andthe

7、asestimatedthatfamilyviolencemunities2005).1ThesignificanceoftheVFVRaffectedover400,000womenand250,000chil-strategywasacknowledgedin2009bytheInsti-dren(AccessEconomics2004),andin2009tuteofPublicAdministrationAustralia(IPAA)theaggregateannualcosttotheA
