3、dpricinginthecontextofnewoperatingparadigmsinderegulatedpowersystems,proposingappropriatepolicysolutions.Anintegratedtwo-levelframeworkforreactivepowermanagementissetforth,whichisbothsuitableforacompetitivemarketandensuresasecureandreliableoperationoftheassociatedpowersystem.Theframeworkisgenericinn

4、atureandcanbeadoptedforanyelectricitymarketstructure.Theproposedhierarchicalreactivepowermarketstructurecomprisestwostages:procurementofreactivepowerresourcesonaseasonalbasis,andreal-timereactivepowerdispatch.Themainobjectiveoftheproposedframeworkistoprovideappropriatereactivepowersupportfromservice

5、providersatleastcost,whileensuringasecureoperationofthepowersystem.Theproposedprocurementprocedureisbasedonatwo-stepoptimizationmodel.First,themarginalbenefitsofreactivepowersupplyfromeachprovider,withrespecttosystemsecurity,areobtainedbysolvingaloadability-maximizationproblemsubjecttotransmissionse

6、curityconstraintsimposedbyvoltageandthermallimits.Second,theselectedsetofgeneratorsisdeterminedbysolvinganoptimalpowerflow(OPF)-basedauction.Thisauctionmaximizesasocietaladvantagefunctioncomprisinggenerators'offersandtheircorrespondingmarginalbenefitswithrespecttosystemsecurity,andconsideringalltran

7、smissionsystemconstraints.Theproposedprocedureyieldstheselectedsetofgeneratorsandzonalpricecomponents,whichwouldformthebasisforseasonalcontractsbetweenthesystemoperatorandtheselectedreactivepowerservi
