3、geinmeaningfuldialoguewiththedemocraticoppositionleadingtogenuinenationalreconciliationandtheestablishmentofdemocracy.NobelPeacePrizeLaureateandSecretaryGeneraloftheNationalLeagueforDemocracy(NLD)AungSanSuuKyihasbeendetainedsincethebrutalMay30,2003attackonherconvoyandsupporters.OnNovember27,20
4、05,thejuntaannounceditwasextendingherindefinitedetentionforatleastanothersixmonths.TheSPDChasruledBurmasince1962,suppressingdissentandimplementingpoliciesthathaveledtoasignificantdeteriorationofthecountry'seconomyandsocialwell-being.ANationalConventiontodraftaconstitutionthatwouldgivethemilita
5、ryapredominantroleinanyfuturegovernmentremainsontrack,despitetheexclusionofthedemocraticopposition.Theregime’ssuddendecisioninNovember2005toimmediatelyrelocatetheseatofgovernmenttoanundevelopedtowninthehinterland,whereithasexpendedsignificantresourcesonconstruction,ignoringeducation,health,and
6、Burma’sotherpressingneeds,isfurtherevidenceofitsintenttoisolateitselffromtheinternationalcommunityandtheBurmesepeople.Burma’smainlyagrarianeconomyisinshamblesduetoyearsofmismanagementbythejunta,whichhasexploitedthecountry’srichnaturalresourcesforitsownbenefit.Thebusinessandinvestmentclimaterem
7、ainspoor,tradecontinuestoshrink,inflationisrising,andeconomicgrowthremainsstagnant.TheUnitedStatesdoesnotprovidebilateralassistancetotheGovernmentofBurma,andmaintainssanctionsagainsttheregime.MeasuresincludeabanonnewinvestmentinBurmabyU
