1、NATIONALHIGHWAYTRAFFICSAFETYADMINISTRATIONNighttimeGlareandDrivingPerformanceREPORTTOCONGRESSFebruary,2007EXECUTIVESUMMARYDirectionfromCongressAspartofthe“Safe,Accountable,Flexible,EfficientTransportationEquityAct:ALegacyforUsers”(SAFETEA-LU),CongressdirectedtheU.S.DepartmentofTransportationt
2、oconductastudyontherisksassociatedwithglaretooncomingvehicles.Specifically,Section2015ofSAFETEA-LUprovidesthatthestudyexamine“therisksassociatedwithglaretooncomingdrivers,includingincreasedriskstodriversontwo-lanehighways,increasedriskstodriversovertheageof50,andtheoveralleffectsofglareondriv
3、erperformance.”Thesamesectionrequiresthatareportbesubmittednotlaterthan18monthsafterthedateofenactmentoftheAct,andthatthereportshouldcontainthe“resultsofthestudyandanyrecommendationsregardingmeasurestoreducetherisksassociatedwithglaretooncomingdrivers.”TheNationalHighwayTrafficSafetyAdministr
4、ation(NHTSA)haspreparedthispreliminaryreportinresponsetothisCongressionaldirection.Inordertoaddressthevariousissuesthatrelateheadlampglaretodriverperformanceandrisk,NHTSAhasinitiatedastudyincludingthefollowingtasks:•Analysestocomparetherelativeeffectsofdifferentheadlampcharacteristics,suchasm
5、ountingheight,lightsourcetype,aimandbeamintensitypatterns,onvisibilityandglaretooncomingdriversalongtwo-laneroadways.•Assessmentofheadlampaimcharacteristicsonarepresentativesampleofvehicles.•Afieldexperimenttostudyvisualperformanceofolderdriversfollowingexposuretoglarelight.i•Developmentandev
6、aluationofaprototypeadaptiveheadlampsystemwiththepotentialtoreduceglarewhilemaintainingvisibilitybyautomaticallydecreasingtheleveloflightintensitywhenothervehiclesarenearby.AllofthetasksinthisstudywillbecompletedbyMarch10,2008,aftertheFebruary10,2007,duedateestablishedforthereporttoCongress.T
