2、系，用货运安全检查表对铁路货运安全因素进行了梳理，用专家评分法对影响货运安全的因素确定了评分标准(减分标准)，在月检中采用逐项赋值法，对照货运安全检查表基础工作、同常管理、作业质量、服务质量及路风4方面22个安全因素，逐项考核打分，最后得到评估结果，评估鞍山车务段货运安全管理的真实状态，找出了存在的主要管理问题及原因。最后，根据分析出的导致货运责任事故、险情的主要因素和评价出的货运安全管理上存在的主要问题，提出了提高货运人员安全责任意识和业务素质、加大设备投入力度、构建现代管理体系、提高货物装载加固质量
