2、ssapprehensiveofdangerfromtheformidablepoweroffleetsandarmiestheymustdeterminetoresistthanfromthosecontestsanddissensionswhichwouldcertainlyariseconcerningtheformsofgovernmenttobeinstitutedoverthewholeandoverthepartsofthisextensivecountry.Relying,however,onthe
3、purityoftheirintentions,thejusticeoftheircause,andtheintegrityandintelligenceofthepeople,underanoverrulingProvidencewhichhadsosignallyprotectedthiscountryfromthefirst,therepresentativesofthisnation,thenconsistingoflittlemorethanhalfitspresentnumber,notonlybrok
4、etopiecesthechainswhichwereforgingandtherodofironthatwasliftedup,butfranklycutasunderthetieswhichhadboundthem,andlaunchedintoanoceanofuncertainty.ThezealandardorofthepeopleduringtheRevolutionarywar,supplyingtheplaceofgovernment,commandedadegreeofordersufficien
5、tatleastforthetemporarypreservationofsociety.TheConfederationwhichwasearlyfelttobenecessarywaspreparedfromthemodelsoftheBatavianandHelveticconfederacies,theonlyexampleswhichremainwithanydetailandprecisioninhistory,andcertainlytheonlyoneswhichthepeopleatlargeha
6、deverconsidered.Butreflectingonthestrikingdifferenceinsomanyparticularsbetweenthiscountryandthosewhereacouriermaygofromtheseatofgovernmenttothefrontierinasingleday,itwasthencertainlyforeseenbysomewhoassistedinCongressattheformationofitthatitcouldnotbedurable.N
