3、tion(1)ERCOTemploysbothreliabilitycriteriaandeconomiccriteriainevaluatingtheneedfortransmissionsystemimprovements.TheeconomiccriteriaareincludedinProtocolSection3.11.2,PlanningCriteria.ThisPlanningGuideprovidesthereliabilitycriteria.(2)TheERCOTSystemconsistsof

4、thosegenerationandTransmissionFacilities(60kVandhighervoltages)thatarecontrolledbyindividualMarketParticipantsandthatfunctionaspartofanintegratedandcoordinatedsystem.(3)TomaintainreliableoperationoftheERCOTSystem,itisnecessarythatallstakeholdersobserveandsubsc

5、ribetocertainminimumplanningcriteria.Thecriteriasetforthherein,combinedwiththeapplicableNorthAmericanElectricReliabilityCorporation(NERC)ReliabilityStandards,constitutetheaforementionedminimumplanningcriteria.Testsoutlinedhereinshallbeperformedtodetermineconfo

6、rmancetotheseminimumcriteria;however,ERCOTrecognizesthateventsmoreseverethanthoseoutlinedinthesecriteriacouldcausegridseparationandothertestsmayalsobeperformed.(4)ThecomplexityanduncertaintyinherentintheplanningandoperationoftheERCOTSystemmakeexhaustivestudies

7、impracticable;therefore,togainmaximumbenefitfromthelimitednumberoftestsperformed,theselectionofthespecifictestsandthefrequencyoftheirperformancewillbemadesolelyuponthebasisoftheexpectedvalueofthereliabilityinformationobtainablefromthetest.(5)Itistheresponsibil
