2、2003,andeffectiveasofSeptember1,2003)ChapterIGeneralProvisionsArticle1TheseRegulationsareformulatedinaccordancewiththeEducationLawofthePeople'sRepublicofChina,theVocationalEducationLawofthePeople'sRepublicofChinaandtheLawofthePeople'sRepublicofChinaonP

3、romotionofPrivately-RunSchoolsforthepurposesofstandardizingChinese-foreigncooperationinrunningschools,strengtheninginternationalexchangeandcooperationinthefieldofeducationandpromotingthedevelopmentoftheeducationalcause.Article2TheseRegulationsapplytoth

4、eactivitiesofthecooperationbetweenforeigneducationalinstitutionsandChineseeducationalinstitutions(hereinafterreferredtoasChineseandforeigncooperatorsinrunningschools)inestablishingeducationalinstitutions(hereinafterreferredtoasChinese-foreigncooperativ

5、ely-runschools)withintheterritoryofChinatoprovideeducationservicemainlytoChinesecitizens.Article3Chinese-foreigncooperationinrunningschoolsisanundertakingbeneficialtopublicinterestsandformsacomponentofChina'seducationalcause.　　ForChinese-foreigncoopera

6、tioninrunningschools,theStateadoptsthepoliciesofopeningwidertotheoutsideworld,standardizationofrunningschools,exercisingadministrationaccordingtolawandpromotingitsdevelopment.　　TheStateencouragesChinese-foreigncooperationinrunningschoolstowhichhigh-qua

7、lityforeigneducationalresourcesareintroduced.　　TheStateencouragesChinese-foreigncooperationinrunningschoolsinthefieldofhighereducationandvocationaleducation,andencouragesChineseinstitutionsofhigherlearningtocooperatewithrenownedforeigninstitutionsofhig

8、herlearninginrunningschools.Article4ThelegalrightsandinterestsofChineseandforeigncooperatorsinrunningschoolsandofChinese-foreigncooperatively-runschoolsshallbeprotectedbythelawsofChina.　　Chinese-foreigncooperatively-runschoolsshallenjoy
